General Legal Counsel, New Mexico Spaceport Authority
The General Legal Counsel for the New Mexico Spaceport Authority will act as legal counsel regarding a broad, complex set of legal tasks including but not limited to: contracting; agreements; trademarking; ITAR compliance; tax bonds; Inspection of Public Records Act (IPRA); and compliance with State and Federal law as it relates to spaceport activities. Examples of work include the drafting and review of contracts, agreements, opinions, correspondence and other documents; negotiating contracts; developing, drafting and evaluating proposed legislation; advising senior management regarding agency programs and budgets; and negotiating settlements.
This is a full time policy making non-tenured Exempt Position. The incumbent reports to the Executive Director of the New Mexico Spaceport Authority. The position is located in Las Cruces, New Mexico with relocation to Spaceport America, New Mexico within a year. A Juris Doctorate Degree from an accredited school of law and licensure (in good standing) in the State of New Mexico are required. Previous experience with general representation of state government agencies including familiarity with the Open Meetings Act, the Inspection of Public Records Act and other state governance issues is highly desirable. The annual salary is $75,200.

Director of Finance and Administration for the New Mexico Spaceport Authority
The position includes planning and supervision of all accounting activities, accounts payable, accounts receivable, general ledger, investments, budgeting, forecasting, payroll, employee benefits, purchasing and production of financial statements for all programs for this rapidly growing multi-million dollar enterprise agency of the State of New Mexico. This position encompasses all chief financial officer responsibilities:
- Manages complex budget initiatives in accordance with state and federal laws and the Model Accounting Practices established by DFA.
- Develops and implements strategic plans and performance measurements to set goals, measure accomplishments, and integrate continuous improvement into day to day activities.
- Ensures that Internal Control Structure, Budgetary Control System, and all Accounting Systems are functioning properly within the department.
- Advises senior management and departmental staff on financial systems’ capabilities, state statutes, federal law and DFA Regulations.
- Coordinates program support activities with other divisions within the department and other state Agencies.
- Ensures that all financial transactions within the department are recorded daily, properly classified and comply with state and federal law.
- Certifies that all payments to vendors are accurate, timely and are for goods and/or services rendered in accordance with Section 13-1-158 NMSA 1978, as amended.
- Ensures that all expenditures within the department have a public benefit, are necessary, are consistent with the appropriation and are in compliance with federal and state law. Ensure that all payments to vendors are timely, accurate and in compliance with state and federal law.
- Ensures the department’s annual financial statement audit is completed by the deadline established by the State Auditor and the audit report includes an unqualified opinion.
- Ensures that all financial statements, reporting mechanisms, and audits are timely, accurate and in compliance with state and federal law.
- Ensures a budgetary control system, approved by the State Budget Division of the Department of Finance and Administration, is in place and functioning.
- Manages all administrative services division financial, budgetary, procurement, and technical and administrative support staff.
- Manages and reports bond expenditures and submits timely bond draws.
- Manages and reports the operational budget including incoming revenue and expenses.
- Manages and reports contract expenditures, maintains contract balances and keeps contract case files current.
- Strengthens both detective and preventive internal controls related to all financial matters and continuously monitoring the effectiveness of those controls as a component of the internal audit process.
- Disseminates information to all stakeholders regarding the fiscal policies, procedures and responsibilities regarding all financial transactions and activities.
This is a full time policy making non-tenured exempt position located in Las Cruces, New Mexico with relocation to Spaceport America, New Mexico within the next year. The incumbent reports to the Executive Director of the New Mexico Spaceport Authority. The incumbent must have a degree with a minimum of 30 hours in accounting from a four year accredited post-secondary institution. Previous related experience and a license as a Certificate Public Accountant is highly desirable. The salary is $64,700 per year.
